Plan 51 uses an external reservoir to provide a quench fluid for the atmospheric side of a single seal arrangement.  The reservoir is usually continuously vented to a vapor recovery system and is not pressurized   Reservoirs are often made of pipe and piping components but could be made of anything.

Plan 51 is an old piping plan but is rarely used.  Also, Plan 51 is easily confused with Plan 52.
